Mental Health Recovery Services of Warren & Clinton Counties (MHRS) is the local board of alcohol, drug addiction and mental health (ADAMH) services. As mandated by the Ohio Revised Code, MHRS plans, funds, monitors and evaluates services and programs that encourage and promote the recovery of individuals living with mental illness and/or substance addictions.
Formed in 1969, MHRS began as a community mental health and mental retardation board. Ohio lawmakers passed legislation in 1980 to create separate state departments of mental health and mental retardation, and MHRS turned its focus to mental health programming and services. Alcohol and drug addiction services and programming were added under another state law passed in 1989, five years after Warren and Clinton Counties merged into one service area.
Today, MHRS utilizes federal, state and local monies to support an array of services for residents in need, including a crisis hotline, individual and group counseling, prevention programs, vocational and educational training, and housing programs. An 18-member board of directors provides guidance and support, along with input from consumers, legislators, agency staff, community residents and many others.
